Japan's PM Warns China On Use Of Force As Jets Scrambled

Japan’s leader warned China on Sunday against forcibly changing the regional balance of power, as reports said Tokyo had scrambled fighter jets in response to Chinese military aircraft flying near Okinawa.

Verbal skirmishing between Asia’s two biggest economies, who dispute ownership of an island chain, escalated as Beijing warned Tokyo that any hostile action in the skies against Chinese drones would be construed as an “act of war.”
“We will express our intention as a state not to tolerate a change in the status quo by force. We must conduct all sorts of activities such as surveillance and intelligence for that purpose,” Prime Minister Shinzo Abe said in an address to the military.
“The security environment surrounding Japan is becoming increasingly severe. This is the reality,” he said. “You will have to completely rid yourselves of the conventional notion that just the existence of a defense force could act as a deterrent.”
Abe presided over an inspection of the military at which a US amphibious assault vehicle was displayed for the first time, an apparent sign of Japan’s intention to strengthen its ability to protect remote islands.
The defense ministry plans to create a special amphibious unit to protect the southern islands and retake them in case of an invasion.
“There are concerns that China is attempting to change the status quo by force, rather than by rule of law,” Abe earlier told the Wall Street Journal in an interview following a series of summits this month with regional leaders.
“But if China opts to take that path, then it won’t be able to emerge peacefully,” he said in the interview published Saturday.
“So it shouldn’t take that path, and many nations expect Japan to strongly express that view. And they hope that as a result, China will take responsible action in the international community,” Abe added.
Kyodo News reported that Japan scrambled jets Sunday for the third successive day in response to four Chinese military aircraft flying over international waters near the Okinawa island chain.
Two Y8 early-warning aircraft and two H6 bombers flew from the East China Sea to the Pacific Ocean and back again but did not violate Japan’s airspace, it said.
The Japanese defense ministry was not immediately available for confirmation.
Japan’s military is on increased alert as Tokyo and Beijing pursue a war of words over the disputed islands in the East China Sea that lie between Okinawa and Taiwan.

drafted plans to shoot down foreign drones that encroach on its airspace if warnings to leave are ignored.Tokyo drew up the proposals after a Chinese military drone entered Japan’s air defense identificati
on zone near the disputed islands in the East China Sea last month, Kyodo said.
“We would advise relevant parties not to underestimate the Chinesemilitary’s staunch resolve to safeguard China’s national territorial sovereignty,” China’s defense ministry spokesman Geng Yansheng said in comments posted on the ministry’s website.
“If Japan takes enforcement measures such as shooting down aircraft, as it says it will, that would constitute a serious provocation, an act of war of sorts, and we would have to take firm countermeasures, and all consequences would be the responsibility of the side that caused the provocation.”
Tokyo and Beijing both claim the small uninhabited islands in the East China Sea. Japan administers them and calls them the Senkakus. China refers to the islands as the Diaoyus.
One of Abe’s first decisions as prime minister was to increase the defense budget for the first time in 11 years.
Tokyo also plans to hold a major air and sea exercise next month to bolster its ability to protect its remote islands.
In the Wall Street Journal interview, Abe said Japan had become too inward-looking over the past 15 years, but as it regains economic strength “we’d like to contribute more to making the world a better place.”
The Journal said he made it clear that one way Japan would “contribute” would be countering China in Asia.

The Technical Research & Development Institute of Japan's Ministry of Defense unveils its new 8x8 Mobile Combat Vehicle (MCV). The vehicle is an eight-wheeled armored personnel carrier equipped with a three-man turret mounted in the center of the hull and armed with a 105mm gun.

Japan should realize it was defeated in 1945 "not just" by atomic bombs and thus not challenge the post-World War II order, China's ambassador to Washington said Tuesday.
Amid high tensions between China and Japan, Ambassador Cui Tiankai said that such historical perceptions "may be the most important issue" between Asia's two largest economies.

US to Deploy Global Hawks, F-35s, New Radars to Japan

WASHINGTON — During a diplomatic visit to Tokyo this week, US officials confirmed that the Japanese government has agreed to base “two to three” American-operated Global Hawk UAVs on Japanese soil beginning early next year.

The deployments of the unmanned aircraft “will not be year-round,” a senior administration official said. “It’ll be a seasonal deployment, but they'll be flying out of a US base in Japan for a period of the year.”
It will be the first time that US unmanned assets are based on Japanese soil, but the announcement was only one part of a sweeping defense cooperation effort between the two countries that will also include F-35 joint strike fighters, new ballistic missile radars, and increased bilateral cyber and ISR programs.
The moves kick off an emerging era of increased US and Japanese military cooperation that included joint training operations earlier this year in California and a program to share the costs of moving 5,000 Marines from Okinawa to Guam sometime in the next decade.
The Japanese government has agreed to contribute about $3.1 billion to support the move to Guam.
In an Oct. 3 statement by US Secretary of State John Kerry, Defense Secretary Chuck Hagel, Japanese Minister for Foreign Affairs Fumio Kishida and Minister of Defense Itsunori Onodera, the two governments also agreed to base two US Marine Corps MV-22 squadrons in Okinawa to replace CH-46 helicopters, as well as deploying US Navy P-8 maritime patrol aircraft beginning in December.
The Marines will also begin to deploy their F-35B aircraft in 2017, marking the first forward deployment of the aircraft outside of the United States.
The “2+2” meeting, which marked the first time that the American and Japanese diplomatic and military chiefs met together in Tokyo also kicked off the official effort to rewrite the US-Japanese defense guidelines, the first time since 1997 that the document will be updated.
The new guidelines are expected to be completed by the end of 2014, Kishida said.
Hagel added that as the discussions over the defense guidelines continue, “we will identify new technologies and capabilities that we will need to meet emerging security challenges, including those in space and cyberspace. Cyber cooperation in particular has emerged as a focus area for the alliance,” and the two sides also pledged to establish a Cyber Working Group to begin to share information.
There is also a Defense ISR Working Group being established to look at more possibilities for cooperation there.
The allies also want to beef up their missile defense cooperation, which should be good news to US defense companies like Raytheon and Lockheed Martin, which are looking to expand international opportunities for their radar and missile business segments.
The memo released by the two governments today underlined ballistic missile defense capabilities as a key element going forward, and for the first time established a location for the second ballistic missile defense radar at the Air Self-Defense Force base at Kyogamisaki.

Top 5 Fighter Planes Under Development



The Lockheed Martin F-35 Lightning II is a family of fifth-generation, single-seat, single-engine stealth multirole fighters. After entering service it would be considered as the  most advanced fighter aircraft in the world, performing ground attack, reconnaissance, and air defense missions.
The F-35 Lightning II, also known as the Joint Strike Fighter (JSF), integrates advanced very low observable stealth into a supersonic, highly agile 5th generation fighter. The capabilities built into the F-35 Lightning II provide the pilot with unprecedented situational awareness and unmatched lethality and survivability.

Some of its salient features are :
- Dominates all adversaries in the air or on the surface.
- Has the ability to survive and prosecute the most formidable threats expected to emerge beyond 2020.
- Conducts air-to-air and air-to-ground combat missions simultaneously.
- Incorporates the most powerful and comprehensive sensor and mission avionics package ever to fly in a fighter.


Sukhoi’s T-50  PAK FA:

The Sukhoi PAK FA is a fifth-generation jet fighter being developed by Sukhoi for the Russian Air Force.The current prototype is Sukhoi’s T-50. The PAK FA, when fully developed, is intended to replace the MiG-29 Fulcrum and Su-27 Flanker in the Russian inventory and serve as the basis of the Sukhoi/HAL FGFA project being developed with India. As a  fifth generation jet fighter, it is designed to directly compete with Lockheed Martin’s F-22 Raptor and F-35 Lightning II. The T-50 performed its first flight January 29, 2010.Its second flight was on February 6 and its third on February 12. As of August 31, 2010, it made 17 flights in total.Sukhoi director Mikhail Pogosyan has projected a market for 1,000 aircraft over the next four decades, which will be produced in a joint venture with India, two hundred each for Russia and India and six hundred for other countries.He has also said that the Indian contribution would be in the form of joint work under the current agreement rather than as a joint venture. The Indian Air Force will “acquire 50 single-seater fighters of the Russian version” before the two seat FGFA is developed. The Russian Defense Ministry will purchase the first ten aircraft after 2012 and then 60 after 2016.



Medium Combat Aircraft (MCA):

The Advanced Medium Combat Aircraft (AMCA), formerly known as the Medium Combat Aircraft (MCA), is a twin-engined 5th generation stealth multirole fighter being developed by India. It will complement the HAL Tejas, the Sukhoi/HAL FGFA, the Sukhoi Su-30MKI and the yet undecided MRCA in the Indian Air Force. The main purpose of this aircraft is to replace the aging SEPECAT Jaguar & Dassault Mirage 2000. The Medium Combat Aircraft [MCA] is envisioned as a replacement for the British Jaguar and Mirage 2000 the IAF flies, which as of 2002 were to be phased out by 2015. Development costs were expected to be over US $2 billion. At that time, India’s DRDO intended to develop a stealth Medium Combat Aircraft, a further extension of its LCA design, in order to replace the Jaguar and Mirage inventory beginning around 2010.The MCA designers plan to pursue technologies superior to anything currently on offer. India’s aeronautical designers see the MCA programme as crucial for taking forward the expertise that has been painstakingly accumulated in the Tejas LCA programme.


J-XX Stealth Fighter:

China has already launched its next generation stealth fighter aircraft programme, and Shenyang Aircraft Industry Co. (SAC) has been selected to head research and development of a new fighter for the PLA Air Force (PLAAF). According to the reports, development of the subsystems including the engine and weapon suite for the next generation fighter, which was code named by the Western intelligence as J-XX, has been underway for some time. Images of the concepts show a twin-engine aircraft sharing some design traits with Lockheed Martin’s stealth F/A-22 “Raptor” multirole fighter such as the internal carriage of its weapons.

Not too much public information about the programme is available at the moment. Sources within China’s confirmed that the SAC is looking at a twin-engine, single-seat, single vertical tale fin design, but other design proposals has yet been ruled out.  As China has developed close ties with Russia’s aerospace industry and has license produced many planes of formal Soviet designs, it can be predicted that the J-XX would include some, if not many Russian technologies and designs. China has been offered a ‘joint development and production’ of a new fifth-generation fighter by Russia -LFI. Russia has been trying to sell this concept both to China and India for some time, but neither of them has committed fully yet. Stealth and thrust vectoring are two must-have features in all aircraft being designed in the 21st century. It is not clear that how much progress Chinese designers have made in these areas, and Chinese aircraft industry may have to take Western/Israeli/Russian helps to make the J-XX truly fouth-generation (or fifth-generation using the Russian standards). Once introduced, the J-12′s immediate rival will be U.S. F/A-22, JSF and India’s MCA (Medium Combat Aircraft).


JASDF Stealth Fighter ATD-X:

JASDF (Japan Air Self-Defense Forces) planners have been attempting to acquire the American F-22 Raptor jet fighter to replace their current F-15 Eagle fighter planes. The F-22 Raptor is packed with the latest avionics and stealth technology but its high tech features have the Pentagon concerned about security leaks. Even though the United States would lose out financially by not selling Japan the F-22, security issues are front & center these days and Japan is now looking to its own aircraft designers to provide a home-grown solution.


The Mitsubishi ATD-X Shinshin is a Japanese aircraft being developed by the Ministry of Defense Technical Research and Development Institute (TRDI) for research purposes. ATD-X is an acronym which represents “Advanced Technology Demonstrator – X”. The main contractor is Mitsubishi Heavy Industries. This aircraft will be used as a technology demonstrator and research prototype to determine whether domestic advanced technologies for a fifth generation fighter aircraft are viable. The aircraft’s first flight is scheduled for 2014. The design of the aircraft reflects those of several American fourth and fifth generation fighters, most notably the F-22. Japan is set to develop its own next-generation stealth fighter jets to reduce its dependence on foreign technology and counter similar moves by China and Russia.
